Preparation Steps
- Preheat your oven to 350°F (175°C) and line muffin tins with cupcake liners.
 - In a large mixing bowl, whisk together the flour, cocoa powder, baking powder, and salt.
 - In another bowl, mix the sugar, oil, egg, milk, and vanilla until combined.
 - Gradually add the dry ingredients to the wet mixture, folding until just combined.
 - Scoop the batter into the muffin tins, filling them about two-thirds full, and bake for 20–25 minutes.
 - Let the cupcakes cool in the tin for 5 minutes before transferring to a wire rack to cool completely.
 - For the frosting, whip together the butter and vanilla until fluffy, then add powdered sugar gradually.
 - Divide the frosting and tint one portion green and the other orange with gel coloring.
 - Decorate the cooled cupcakes with green frosting, then place an Oreo Thin on top, finishing with a dollop of orange frosting and a Hershey's Kiss.
