- Pound garlic and bird eye chilies into a fragrant paste in a mortar, about 3-5 minutes. Add dried shrimp and lightly crush. Stir in palm sugar, lime juice, and fish sauce until dissolved.
- Pound each snake bean to soften and release flavors, add to dressing after about 2 minutes per bean.
- Slice grape tomatoes in half and gently crush. Add to mortar with dressing.
- Combine shredded green papaya and 3/4 of peanuts with the dressing. Toss for 1-2 minutes to coat.
- Transfer to serving bowls, add remaining dressing, garnish with Thai basil and peanuts, and serve immediately.
