Step-by-Step Instructions
- In a large mixing bowl, combine drained tuna, panko, Parmesan, red onions, garlic, parsley, onion powder, dill, crushed red pepper, celery seeds, salt, and pepper. Add mayonnaise, lemon zest, lemon juice, and beaten eggs. Gently mix until just combined.
- Scoop out the mixture using a ¼ cup measuring cup and form into round patties about ½ inch thick. Place them on a parchment-lined tray.
- Lightly coat each patty with extra panko breadcrumbs on both sides. Set aside on a plate.
- In a large skillet, heat 3 tablespoons of vegetable oil over medium-high heat until it shimmers.
- Carefully place 3-4 patties into the hot skillet. Fry for 3-4 minutes on one side until golden brown, then flip and fry for an additional 3-4 minutes.
- Remove patties from skillet and place on a paper towel-lined plate to drain excess oil. Allow to cool slightly before serving.

Notes
Be gentle when mixing to maintain texture. Use high-quality ingredients for best results. Ensure oil is hot before frying and do not overcrowd the pan.
