- In a large pot of salted boiling water, cook the cavatappi pasta until al dente, about 1 minute less than package instructions. Drain and rinse under cold water.
- In a medium saucepan over medium heat, melt the butter until bubbly. Gradually whisk in the flour and cook for about 2-3 minutes to form a roux.
- Slowly add the milk while whisking continuously. Cook for about 5 minutes until thickened. Stir in garlic powder, onion powder, mustard powder, and nutmeg.
