  2. Slice the potatoes uniformly into 1/8-inch thick slices and arrange in the prepared baking dish.
  3. Melt butter in a medium saucepan, add minced garlic and sauté for 1 minute. Whisk in flour and stir for 1-2 minutes until golden.
  4. Gradually whisk in heavy cream and whole milk, simmering for 5-7 minutes until thickened.
  5. Season the cream sauce with salt and black pepper to taste.
  6. Layer the sliced potatoes in the dish, sprinkling each layer with salt and pepper, then pour cream sauce and sprinkle cheese.
  7. Cover the dish with aluminum foil and bake for 45 minutes to 1 hour.
  8. Remove foil and bake uncovered for an additional 20-30 minutes until bubbly and golden brown.
  9. Allow the dish to rest for 10-15 minutes before garnishing with green onions and serving.
